Strengthening bipartite partnership through joint work on collective bargaining
The overall objective of the project “Strengthening bipartite partnership through joint work on collective bargaining” is to contribute to effectiveness and sustainability of social dialogue in Croatia. The specific objective of the project is to increase capacities of social partners for bipartite (and tripartite) social dialogue through establishing the system for following and analysing the content of collective agreements, and to enhance the partnership between trade unions and employers’ organisations.
As a part of the project activities, the database of the collective agreements will be produced and at least 300 collective agreements signed by the Union of the Autonomous Trade Unions of Croatia (UATUC) and/or employers members of Croatian Employers’ Association (HUP) will be entered into the database. The database will be used for monitoring and analysing collective agreements and will represent the basis for other project activities, including comparative analysis of trends in collective bargaining in Croatia and other EU member states, production of the practical manual for the practitioners of collective bargaining, education for trade unions and employers’ experts on using and updating the database, three bipartite workshops on trends in collective bargaining in construction, tourism and metal industry, and four regional workshops on trends in collective bargaining for shop stewards and individual employers’ representatives. The project will end with the final conference dedicated to collective bargaining. Furthermore, the website will be produced, which will include the database of collective agreements and other materials produced during the project, as well as other materials on the topic of collective bargaining.
The coordinator of project activities is the Union of Autonomous Trade Unions of Croatia ( SSSH), while the partners of the project are the Croatian Employers’ Association (HUP) and three branch unions affiliated to the UATUC, namely the Trade Union of Construction Industry in Croatia (SGH), Trade Union of Tourism and Services of Croatia (STUH), and the Metalworkers' Trade Union – Industrial Union (SMH-IS). The total value of the project is 110,996.45 EUR, with 90% being funded by the EU within the European Social Fund. The total duration of the project is 12 months (1 November 2014 till 31 October 2015).

Strengthening the tripartite social dialogue in Croatia
The main objective of the project is to strengthen and promote the tripartite social dialogue, at all levels, and to strengthen its effectiveness and sustainability, through, among others, strengthening the capacities of the social partners.
The planned project activities include the preliminary high-level conference aimed at analyzing the current state of play of the tripartite social dialogue, identification of problems, priorities and new rules and methods of work and presentation of the Norwegian experience; study visit to Norway to enable raising awareness about the Norwegian model and impacts of the tripartite relations on economic and social situation; national tripartite conference and workshop with the view of analyzing the work of the national- and county-level economic and social committees, setting priorities and training on key competences for active and efficient participation in tripartite dialogue and decision-making. The project ends with the final conference which will present the project results, as well as publications, and will also carry out evaluation of the project and determine priorities for future work and cooperation. A special website of the Economic and Social Council will be developed within the project, as well as a practical manual on the tripartite social dialogue, and the final publications, and other promotional material.
The project promoter is the Croatian Ministry of Labour and Pension System (MRMS), and partners in the implementation are the Union of Autonomous Trade Unions of Croatia (UATUC), the Croatian Employers' Association (HUP), and the Norwegian Confederation of Trade Unions (LO), the Norwegian Association of Enterprise (NHO), with the participation of the Norwegian Ministry of Labour and the Fafo Institute.
The project of the total value of 110,000 Euro is implemented with the support of the Norway Grants , and is a result of the Implementation of the Memorandum of Understanding between the Government of the Republic of Croatia and the Kingdom of Norway on the implementation of the financial mechanism for the period 2009-2014, signed on 24 April 2014, and financed within the programme area „Decent Work and Tripartite Dialogue“. The Project was developed and approved thanks to the efforts of the UATUC, who initiated and developed the project idea.
The implementation started in September 2014, and the end is foreseen in the autumn of 2015.

BATOS – Bipartism as a tool of success
The project BATOS – Bipartism as a tool of success aims to contribute to strengthening the quality of the autonomous bipartite dialogue in Croatia, by enabling permanent bipartite consultations between the social partners, and by strengthening the social partners' knowledge and capacity for efficient bipartite dialogue, with special emphasis on social dialogue at the European level and the process of implementation of the European autonomous framework agreements.
The project activities comprise developing a new model of the bipartite social partnership, including signing of the agreement on bipartite cooperation between HUP and UATUC, establishing a permanent bipartite body and practice of regular consultations and cooperation at operative level. Furthermore, a number of trainings will be organized for the representatives of the social partners at regional level on issues related to the European social dialogue and implementation of the European framework agreements. With a view to raise awareness on the impact and mechanisms of social dialogue, different dissemination activities will be organized, including two national-level conferences, press conferences, and publication of various other informative and promotional materials.
Lead partner is the Croatian Employers’ Association (HUP), and the implementing partners are the Union of Autonomous Trade Unions of Croatia (UATUC) and the Association of Employers of Slovenia (ZDS). The associated partners are the International Organisation of Employers (IOE), Independent Trade Unions of Croatia (NHS), and three branch trade unions affiliated to the UATUC: Metalworkers’ Trade Union of Croatia – Industrial Trade Union (SMH-IS), Trade Union of Tourism and Services of Croatia (STUH) and Trade Union of Construction Industry of Croatia (SGH). The total project value amounts to € 111,101.19, and 90% of the amount is financed by the EU funds from the European Social Fund. The project duration is 12 months, and it will be implemented from 28 October 2014 until 27 October 2015.
